PHASE
1
In this first phase, the literature on prehospital care quality indicators is being systematically reviewed using a scoping review methodology.
The objective is to understand how the concept of quality in the context of prehospital care is defined and what indicators to measure prehospital care quality currently exist.
PHASE
2
In this phase, a panel of experts will be asked to rate a number of prehospital care quality indicators.
The objective is to use a consensus process to find out which prehospital care quality indicators are appropriate to be used by Australian ambulance services.

In this final phase, a set of prehospital quality indicators from the previous phase will be tested using mixed methods (piloting in ambulance services, surveys and interviews).
The objective is to see which indicators the ambulance services can actually use to measure the quality of their care.
